Apologies for absence were received from Cllrs Mrs Redshaw, Howard, Miss
Collins, Shattock and Stephenson. These were noted and accepted by the
meeting.

153. Minutes of the meeting
held on 11th January 2006
It was proposed by Cllr Gaches and seconded by Cllr Galbraith that the
minutes of the meeting held on 11th January 2006 were a true and correct
record. This was agreed unanimously and the minutes were signed by the
Chairman accordingly.
154. Matters Arising
.1 The clerk had spoken to Ian Prentice and listed the information gained
- what Mr Prentice collected free of charge, what he made a charge for
and the service he gave. There had been information given by the County
Council that they had given a sum of money to the district council for
waste services but they (dc) had declined this. The clerk was asked to
write to Deeping St James to see if they could apply for this funding
and place a waste freighter at Mr Prentice's site. The town council agreed
that if Deeping St James were not in a position to do this then Market
Deeping would look into this further with a view to managing it.

(b) Highways and Transportation
- meeting held on 24th January 2006
The minutes of the Highways and Transportation meeting were highlighted
by Cllr Broughton, in particular the reference to a coach bay area being
agreed by Rainbow for the Pride and Prejudice tour, which would make a
rest stop in Market Deeping.
The meeting also noted the
comments regarding the proposed re-laying of all sewer pipes from Towngate
East through to Deeping St James.
It was proposed by Cllr Gaches
and seconded by Cllr Galbraith to accept the minutes of the Highways and
Transportation meeting. This was agreed unanimously.
156. Correspondence
.1 Leisure centre - a letter received from a resident complaining about
many issues including regular closure of pool and lack of cleanliness
at the centre. After lengthy discussion and the town council's own dissatisfaction
of the service given by the centre, the clerk was asked to send a letter
to all local parish councils and sports clubs, urging them to complain
direct to the district council - this hopefully putting pressure on the
district council to allow extra funding for the upkeep of the building.
.2 Church Street - a letter received and signed by a number of residents
addressing parking and safety issues. There having been a full discussion
in the public open session, the town council agreed to invite Kevin Brumfield
(LCC) to the (next) council meeting to discuss these issues further.
.3 Members noted that the council office would be closed week commencing
20th February 2006.
157. Agree part fund a summer
playscheme in 2006
Plans were already in place for the 2006 playscheme - the proposed dates
being from Monday 7th August - Friday 18th August. It was proposed by
Cllr Gaches, seconded by Cllr Pease and agreed unanimously to part-fund
the summer playscheme for primary aged children in Market Deeping.
158. Mayor's Ball - Saturday
4th March 2006
Cllr Broughton reminded councillors of the date of the charity ball to
be held on the Coronation Hall.
159. East Midlands in Bloom
2006 - agree to enter the competition
It was proposed by Cllr Gaches, seconded by Cllr Tokens to enter the 2006
East Midlands in Bloom competition. This was agreed unanimously.
160. Riverside Lane - update
Cllr Broughton reported that work had commenced on the riverside land
- this included all trees that had been identified for removal or that
were top heavy. He also confirmed that there would remain a conservation
area on the left hand side with a cleared area on the right for seating.
The iron fence was to be refurbished, painted black and gold. Councillors
were encouraged to read the tree report that had been produced, a copy
of which was available on request from the clerk.
161. Lighting columns Market
Place, discuss refurbishment
Under the direction of the Deepings Management Partnership, the town centre
was currently under-going refurbishment, including re-painting of notice
boards, seats etc. As the columns in the Market Place were owned by the
town council, the Partnership had asked for a contribution towards re-painting
the columns of £250.00 (total cost to be £650.00). It was
proposed by Cllr Gaches, seconded by Cllr Tokens and agreed unanimously
to pay £250.00 for this work.
162. Audits 2002/2003 - 2003/2004
- 2004/2005
The audits for three years had been circulated to councillors, internally
audited by Mrs Brent. It was proposed by Cllr Galbraith, seconded by Cllr
Gaches and agreed unanimously to accept the audited figures and send to
the external auditor for completion.
163. Newsletter - March 2006
Members were asked for newsletter contributions no later than the first
week of March in order for completion and circulation at the end of March.
164. Town Crier Competition
2006 - update
Plans for the 2006 competition were in hand - some 14 town criers were
confirmed. The clerk asked for volunteers on the day to assist with things
such as walking the buses through, the organisation of the market etc.
This was noted.

167. Matters arising from the Open Session
Following an open session with many residents complaining about the safety
and parking issues along Church Street, it was agreed to invite Kevin
Brumfield (LCC) to a meeting of the town council along with the residents
to discuss these issues and any possible solutions.
